The Leon Guerrero administration will be requiring the Guam Department of Revenue and Taxation to begin accepting applications for the All Rise local stimulus program no later than September 1. According to a memorandum from chief of staff Jon Junior Calvo to director of revenue and taxation Dafne Shimizu, the governor will be issuing an executive order on the program shortly, following a meeting in Washington, D.C. The executive order will, among other things, "simplify" the administrative requirements of the program, and require that payment be made to qualified applicants within 14 days of application.
