(Tumon, Guam) The Federal Bureau of Investigation is joining the Guam attorney general in the criminal investigation of police brutality stemming from the viral video showing Guam Police Officer Joey Aguon sucker punching Joebert Boiser Carlos in the gut, and other officers standing around.
Mr. Carlos was in cuffs and was not resisting arrest, when Mr. Aguon punched him.
The man who recorded the viral video told Kandit that after the officers pushed Mr. Carlos into the police car, the officers stood outside the car laughing about what had happened.
Prosecutor Peter Santos, in his declaration of probable cause, excused Mr. Aguon's behavior by writing to the magistrate judge that Mr. Aguon open-handedly struck Mr. Carlos in the abdomen to subdue him into compliance to enter the vehicle.
According to Guam Police Spokesman Sgt. Paul Tapao, the FBI now is joining the investigation. Here is the news release from Mr. Tapao:
“FBI AND GUAM AG TO INVESTIGATE VIRAL VIDEO INCIDENT”
Earlier today, the Federal Bureau of Investigation has reached out to Chief Stephen Ignacio in reference to the viral video, and Chief Ignacio will be submitting a letter formally requesting a Civil Rights Violation investigation be conducted.
This is in line and in compliance with the administration’s Senior Staff briefing of the “Civil Rights Violation and the Color of Law”, which was facilitated by the FBI and the U.S. Attorney’s Office.
To remain transparent and maintain the integrity of this investigation, Chief Ignacio has reached out to the Office of the Attorney General of Guam. Through discussions with Attorney General Leevin T. Camacho, the criminal investigation in this matter will be led by the Office of the Attorney General of Guam. The Guam Police Department will work closely with the Office of the Attorney General of Guam in bringing closure to this case.
Chief Ignacio states, “To reassure the public’s trust and respect with this investigation, I have reached out to the FBI and Office of the Attorney General of Guam.” He further states, “I assure the public that the Guam Police Department will remain transparent as this investigation moves forward.”
