Ex-airport police officer Keith Santos is wanted for allegedly raping a 13-year-old girl over a three-year period. Police officer Keane Pangelinan told her today Santos fled to Texas Friday, the girl's mother told Kandit News.
She and Santos were in a romantic relationship for seven years until January this year, when he proposed to her.
"We hadn't had sex in three years, so I thought his proposal was odd," she said. She broke up with him instead of accepting the marriage proposal. "On Tuesday I saw Officer Dennis Santos at GPD Central Command to keep Keith away from my home. He was going there when I wasn't there and I thought there was something not right about it. I didn't know at the time that he was raping my daughter."
She said that following their breakup, Santos would pick up her children on weekends to spend the night with him. That stopped recently, when her daughter told her he had her sleep on his bed with him.
"The Marshals were looking for him Friday to serve him the restraining order, but they couldn't locate him," she said. "It wasn't until Sunday an officer came by to get more details from us, and that's when it all came out from my daughter. Keith has been raping her since she was 10. It happened every time I went to work. She told the cops the details. He gave her money after each rape like she was a prostitute!"
"I was informed by police officer Keane Pangelinan that they got the info this morning from the airport that he fled to Texas Friday," she said.
"If anyone knows where Keith is, please contact the Guam Police Department immediately," she said.
Guam police spokesman Sgt. Paul Tapao has read, but not responded to Kandit's request for information on the case, or whether the police are in pursuit of Mr. Santos.
GPD has not sent any all points bulletin, or APB, regarding Mr. Santos to Kandit as of the publication of this story.
