Governor's legal counsel has owed property taxes for years

(Tumon, Guam) Haig Huynh, the governor's legal counsel who hasn't passed the Guam Bar examination, didn't just owe delinquent property taxes in 2018, he was delinquent in 2017 and 2016 as well. It is unclear whether Mr. Huynh has paid his delinquent property taxes for the previous years as Adelup refuses to answer any questions on the matter.


But that's not all.


The property in the exclusive Talo Verde development that Mr. Huynh owns was purchased from former Gov. Eddie Calvo's director of policy Arthur Clark. Land documents show the transaction occurred in 2015. Mr. Huynh's mother- and father-in-law, Gov. Lou Leon Guerrero and first gentleman Attorney Jeff Cook, are listed in the land documents as well; they are the grantees of the land in three of the four documents Kandit found.


Kandit also found the survey documents for the Talo Verde development, which includes the parcel owned by Mr. Huynh and for which he has not paid his property taxes as of the publication of the Public Notice of 2018 Delinquent Tax Assessment.
