National Guard: It's an honor system at road blockades

(Tumon, Guam) Guam National Guard spokeswoman Major Josephine Blas said the militia are not asking people who drive through their road blockades for papers verifying they are part of the allowable list of essential business and functions.


"The Guardsmen can't effectively verify where everyone is going - we are hoping drivers have INTEGRITY," Major Blas said. "However, each and every driver will still wait in line and hear the 'education' message.  The intent of this mission is to educate the public and encourage the public to stay home."


A daily road blockade meant to constrain traffic along the commercial centers of the island began this morning at 10 a.m. and will continue every day between 10 a.m. and 10 p.m. by the order of the governor. The governor also has deployed the National Guard to establish and enforce the blockades.


The Guardsmen are not armed, according to Major Blas.


Police established checkpoints

Guam Police Department spokesman Sgt. Paul Tapao also confirmed that DUI and speeding checkpoints also have been established along other routes.


"This is in line to address a recent uptick in auto fatalities," Sgt. Tapao said.
