NEWS: Commonwealth funds $919 for boat fuel, personal filler-ups in Boise

By Jacob Nakamura

(Tumon, Guam) The Commonwealth funded $919 in fuel from the Middle Road Mobil gas station at 6:30 on the morning of Friday, September 15, 2017. The purchase purportedly by Gov. Ralph Torres was listed in a January 8, 2018 reimbursement memo from the governor to then-Secretary of Finance Larissa Larson. Under the justification, the governor entered "Fuel (DPS boat)."

Department of Public Safety boats and fuel for the boats, however, are 100 percent federally funded under the Boating Safety Program. The business unit number from which funds were debited to reimburse the governor, however, is 1011-63030, which is a local account.

Written on the receipt is the note, "Trip to Rota."

Also listed on this reimbursement memo are three other gas purchases; this time from gas stations in Boise, Idaho, where the governor has a personal residence and often visits.

The governor was reimbursed for gas he purchased while on personal vacation in Boise on three separate occasions:

  • On October 17, 2017 from Maverik Adventures First Stop in the amount of $62.20

  • On October 21, 2017 from Petticoat Stinker gas station in the amount of $42.75

  • On December 9, 2017 from a Gem Stop 14 Chevron gas station in the amount of $43.00

As we have previously reported, public money can only be used for public purposes and public purposes only, according to the laws of the Commonwealth.
