Port police officer Frank San Nicolas today was arrested and confined today on the allegations brought by three woman that he sexually assaulted them.
According to police spokesman Sgt. Paul Tapao, "On May 18, 2020, a criminal sexual complaint was filed by a female victim regarding a local spiritual healer, who was identified as 49-year-old Frank James San Nicolas (aka “Ko”), on May 16, while at a secluded area by Tanguissen Beach. The case investigation was then forwarded to GPD’s Domestic Assault Response Team for case follow-up."
Kandit News brought you this story on May 28. We reported on how he lured her to a secluded area off Tanguissen Beach by telling her his son - a man known to the woman - was there, and that he wanted to show her ancient Chamorro customs.
The woman is not from Guam, and says she was afraid to speak up because she considers herself an outsider and because Mr. San Nicolas is a police officer.
According to a police source of information and a separate confidential source of information close to the woman, she went with Mr. San Nicolas eager to learn more about the Chamorro culture and trusting him because of her friendship with his son. His son was at the secluded area, when she and Mr. San Nicolas arrived and the two men were conversing in what she believed to be the Chamorro language. After some time, sources say, Mr. San Nicolas spoke to his son in Chamorro, and his son told her he would be leaving. He then left the scene.
She accuses him of showing his firearm to her, and informing her he is a high-ranking police officer. Under the guise of performing a Chamorro ritual, she accuses him of rubbing her body with coconut oil, then penetrating her against her wishes.
Prior to that story, on May 24, another woman filed a complaint against Mr. San Nicolas, according to Sgt. Tapao. On the day the story ran, Mr. Tapao says a third woman came forward and filed a complaint.
"All reports had indicated that the victims had sought Frank San Nicolas due to his knowledge of traditional healing," according to Sgt. Tapao. Mr. San Nicolas is known to be a suruhanu, or Chamorro traditional healer.
As a result of the investigation, police officers obtained a search warrant and executed it today at his home prior to his arrest.
Mr. San Nicolas now also is under an internal administrative investigation at the port authority, where he is employed. Seaport general manager Rory Respicio released the following statement regarding his employee:
"We have been made aware of the arrest of Port Police Officer Frank San Nicolas by the Guam Police Department. These are very serious allegations involving the off-duty conduct of Officer San Nicolas and that’s why I have instructed Port Police Chief Doris Aguero and Human Resources Manager Francine Rocio to immediately conduct an internal investigation to address the administrative portion of this matter. This will be separate from the criminal investigation which is being conducted by Guam Police. Because this matter is now under investigation I am prohibited from providing further details."
