(Tumon, Guam) Unless Gov. Ralph Torres figured a way around the laws of physics and was able to be in two places at the same time, travel documents show he was reimbursed for a hotel stay in Rota on a day he wasn't even there.
Department of Finance travel voucher No. 803029 indicates that at 11 a.m. on February 2, 2018, Mr. Torres left Saipan and arrived in Tinian 10 minutes later. He arrived back in Saipan at 3:40 p.m., later that day. The boarding passes he turned in prove that he was in Tinian during this time period.
Travel reimbursement documents related to Department of Finance travel voucher No. 814963, however, tells a different story. According to the documents, Mr. Torres left Saipan on February 2, 2018 at 7:30 a.m. and arrived in Rota at 8 a.m. The stated purpose of the trip was to meet then Guam Gov. Eddie Calvo and Rota Mayor Efraim Atalig "to discuss various issues pertaining to the Marianas Working Group Agenda."
The original travel authorization releases $230 for his plane ticket, $62.50 for his per diem, and $115 for his hotel stay at the Rota Resort and Country Club. Then-Lt. Gov. Victor Hocog approved the TA. The booking documents show the governor traveled to and from Rota between February 2 and 3, 2018, along with his bodyguard, Joey Cruz; however, he had to submit a declaration stating he had misplaced or lost all his boarding passes to and from Rota.
An invoice from the Rota Resort and Country Club indicates that the governor stayed in a 4-bedroom suite at the hotel at a cost of $115. Mr. Cruz stayed in a 1-bedroom suite at the same cost. This invoice says the governor stayed at the hotel in that room between February 2 and 3, 2018.
A receipt, however, from the hotel, dated with an arrival of February 1, 2018, and a departure of February 2, 2018 from Room 3606, indicates the governor was in Rota at that hotel on that day. A handwritten note, dated much later on April 16, 2018, states "Note: Per Irene @ Rota Resort Gov. Torres and Gov. Calvo checked in a day prior to reservation (2/1/18-2/2/18)."
How is it possible that Mr. Torres was in Tinian on February 1, and in Rota at the same time?
The boarding passes for the Tinian trip prove he was in Tinian on February 1. There are no boarding passes for the Rota trip on February 1, 2, or 3.
The files pertaining to travel voucher No. 814963 were doctored so that the governor could deduct the February 1 Rota Resort hotel stay from his travel advance.
And then the question remains: who stayed in Room No. 3606 from February 1 to February 2, 2018 on Gov. Ralph Torres's behalf?

Could be that the Rota reimbursement was for booked non-refundable travel. The airline has a no refund policy for cancelled flights if the cancellation is not made at least 72 hours in advance

The Marianas Variety "reporters" often (unknowingly) describe time travel, people present in multiple places at once, and violations of the preservation of matter (see them attempt percentages). They have also challenged our most fundamental assumptions about integers. They absolutely would have written an "article" about Ralph simultaneously being in Tinian and Rota, without questioning it at all.
