(Tumon, Guam) Among the receipts Gov. Ralph Torres turned in for reimbursement in an August 15, 2016 memo to then-Secretary of Finance Larissa Larson was a handwritten gas station receipt purportedly for gas from "Pump #4" at the San Vicente Mobil Service Station.
The amount written indicated Mr. Torres was paid $60 by the Commonwealth's taxpayers for the gas he supposedly received from this gas station on January 23, 2016 at "4:22:13 PM."
The name of the cashier, who purportedly issued the receipt, is written as "Andres."
Kandit called the San Vicente Mobil Service Station Monday morning, when Andres answered the phone. During the conversation, Andres confirmed some of the information written on the receipt, such as the store number. He also told Kandit that never in his career at that gas station had he ever written out a receipt.
Commonwealth is not so common after all..except for those who commonly abuse the authority vested in them by their crooked accomplices. Even worse when evil snd greed prevail while the good people do nothing. Sooosaad!🤡
Pure speculation: the original receipt was probably submitted for reimbursement by some other entity or person, and duplicate handwritten receipt for the double dip.
@Kandit - this card is also one of the 17 cards that the gov used on a previous story you reported. Keep digging!
There also is no vehicle Lic.# on the receipt. (from what I could make out)
What is that "card" number listed also?
If this is a credit card, there are too many numbers (X's) and if one card was used there would be a regular machine receipt issued so why would a reimbursement be issued.
In all of these reimbursements to Ralphy Boy that has come to light, it makes one wonder just how many others in the govt. are pulling the the same scam?
It is also apparent that Larrisa and others presently are in collusion with this practice which makes one suspect as to just how much "kick back" they are getting, especially in these and other case…
