NEWS: Woman reported sexual assault to Governor's Office first

By Troy Torres

(Tumon, Guam) The former Department of Public Safety employee who was sexually assaulted by Commissioner Robert Guerrero reported the abuse against her to Gov. Ralph Torres's office before filing a criminal complaint with the Office of the Attorney General.

Neither Mr. Torres nor Attorney General Edward Manibusan did anything about the matter.

The Governor's Office assigned former DPS Commissioner James Deleon Guerrero and Delbert Pua to take the woman's statement. She even complained to the Civil Service Commission Office of Personnel Management.

Neither office moved her complaint forward, and during the course of the so-called investigation DPS officials retaliated against her several times.

Meanwhile, sources are reporting that more women within DPS have been assaulted by Mr. Guerrero.

Kandit reminds anyone involved in these crimes or the coverup of these crimes that any attempt to contact or intimidate any of these women can be construed as witness tampering, which can be charged locally and federally.

Sexual harrassment? If your documentation and facts are in order, your only salvation is the federal government. It would seem that anything local is "rigged".
