(Tumon, Guam) Gov. Ralph Torres's sister-in-law, Rowina O. Torres, opened a company in Colorado three days after the late Gov. Eloy Inos signed the casino statute into law.
According to information from the Colorado Department of State, Rufina, LLC started its business at 5881 West 109th Ave., Westminster, Colorado on October 10, 2013; Chinese 10-10 Day, ironically.
Ms. Torres is married to the governor's eldest brother, Vincent, dubbed 'Don Torrleone' by the Kandit family. She owns Rufina Tropicals, LLC and Bibang's Cafe right outside the Saipan International Airport. She opened these companies in 2015, two years after the Colorado business.
Not much is known about this company, or why Ms. Torres started it in Colorado. A search of the real estate shows that the address is to a home in a residential neighborhood in Westminster, Colorado. The property was listed for rent on August 7, 2013, and rented on August 10, 2013.
According to federal records, the raids and warrants upon Gov. Torres, his wife, his brothers, and all but one of their wives were in pursuit of information dating back to September 1, 2013.
The Colorado Department of State, as of today, lists the business as delinquent. As a matter of fact, according to property records, the address listed as its place of business was listed for rent just one year after the business started and has gone through a series of transactions leading to foreclosure just this year.
