Speaker Terlaje urges Congress to include Guam in Radiation Exposure Compensation Act

In advance of the March 24th U.S. House Judiciary Subcommittee on the Constitution, Civil Rights, and Civil Liberties hearing regarding the Radiation Exposure Compensation Act (RECA), please see the testimony below from Speaker Therese Terlaje of the Guam Legislature in support of expanding the eligibility requirements under the Radiation Exposure Compensation Act (RECA) to include Guam as a Downwinder area.

Speaker Therese Terlaje introduced resolutions in support of Guam’s inclusion in RECA during the 34th and 35th Legislature. Both Resolution Nos. 39-34 and 94-35 were unanimously adopted and transmitted to Congress in 2017 and 2019.


“Guam has been united in this effort for many, many years through the leadership of the Pacific Association of Radiation Survivors (PARS), Mr. Robert N. Celestial, the late Dr. Chris Perez, the late Senator Angel Santos, former Speakers Ben Pangelinan, Mark Forbes, Judith Won Pat, Speaker BJ Cruz, and many others. This is a very important issue that warrants justice for Guam's people. Justice is long overdue,” stated Speaker Terlaje.
