(Tumon, Guam) Ralph Torres became the governor of the Commonwealth of the Northern Mariana Islands, when the beloved Gov. Eloy Inos died from health complications off island on December 28, 2015.
After his death, Mr. Torres had the Department of Finance reimburse him $4,992.37 for his personal utilities expenses for the entire time the late-Gov. Inos was still alive throughout 2015.
The reimbursements for Mr. Torres's power bills cover his consumption between January and November 2015 - while Gov. Inos was still alive. Mr. Torres had the Commonwealth reimburse him, when he became the governor after Mr. Inos's death.
The reimbursements also cover the period, when Supertyphoon Soudelor devastated the CNMI, ripping out the majority of power poles, leveling homes, and causing a massive economic recession. Mr. Inos had begun the recovery effort in earnest, but died while recovering from open heart surgery in Seattle shortly after Christmas that year.
