GovGuam has the cash to make payroll, according to the Governor's Office. The problem is a so-called system error.
"My understanding is it is NOT a cash issue," governor's spokeswoman Krystal Paco-San Agustin said.
An email sent to GovGuam employees states:
"Please be advised that payroll checks will not be issued until further notice. There was a system error and OTECH is currently working on it. They will advise us when everything has cleared. We appreciate your patience as they try to get the system up again."
It is unclear whether GovGuam will fix this problem in time to make payroll by the end of the day.
